The difference between KL and other Peninsular Malaysian municipalities is that by advertising in the local newspaper, the public gets to know about it. whereas in Penang and other municipalities, only the neighbouring owners are notified. However the question of local standi is another issue altogether.
Be that as it may, there is nothing to prevent the local authorities from being more forthcoming with this "knowledge" of impending developments which will impact on business, residents, environment, traffic etc. If the State wants to practice more transparent planning it can always do so, it is not illegal!
